How to have custom frequency

I want to enable the free shipping notification for certain users but it seems that I can only trigger it based on default frequency settings. Is there a way to say anytime the event is fired (add to cart) per user?

  Hello! You can indeed choose events as triggers for your campaigns:
  

  With this configuration the event will be launched once per page only after the user triggers an add to cart event. Would this cover your use case?
