Sharing Audiences
Sharing audiences is the process of sharing an existing audience across different sections under the same account. Sharing audiences is available between different types of sections (web to mobile for example).
In order to share audiences, a feature flag for the section in question has to be enabled. Once enabled, users who have access to that section can share audiences.

Exporting Audiences
Exporting audiences on the other hand is a process available only for users who have permissions to do so. That means that even if a user has access to the section, it doesn't necessarily mean that they can export audiences.
Exporting audiences usually involves sensitive end-user data, including emails. As a result, only the section users who have signed a legal document provided to them by their CSM can access such a functionality
