More options for opted-out users with Active Cookie Consent Method

It would be great if users who haven't provided consent would be served with non personalized content like Overlays, Notifications, Custom Code and Visual Edit.

So there will be more options in campaign types to communicate some promotions like "free shipping" to all the users and not just to the opted-in ones.
